CALL TO ORDER The 2012-2013 Budget meeting of the 2011-2012 School Site Council for Hancock Park School was called to order at 2:55 p.m., Thursday, March 23, 2012 in room 36 of Hancock Park School, 408 S. Fairfax Avenue, Los Angeles, CA 90036.

OPENING REMARKS Chairman Bernard Grinberg welcomed members and guests of the SSC Board to the seventh SSC meeting for the 2011-2012 school year.
APPROVAL OF THE MINUTES A motion was made to approve the already reviewed minutes and it was seconded and passed by the membership.
PRINCIPAL’S REPORT
Proposed 2012-2013 Budget. Response from Budget Survey was as follows: 22% of parents participated and 50% of staff returned responses. There was an overlap in agreement and the following top ten will be funded as of the budget given:
- Instructional/Supervision Aides
- English Learner Program Coordinator
- Math Lab
- Nurse
- After-School and Before School (Library Aide)
- Orchestra Teacher
- Supplemental Instructional Programs
- Chorus Teacher
- Library Aide
- Arts Program
The district has eliminated Orchestra and Dance, but Hancock Park School funds will fund a school orchestra position and the Chorus Program, with the help of the Booster funds. The district may reinstate some arts but those are still uncertain. Individual schools can apply for these funds, and Hancock Park will apply for Level 1 funding. Beyond the Bell has been eliminated, but could be reinstated. Mrs. Parker is looking for free options for afterschool care.
There are less categorical allocations, in fact, they have been reduced by 40K, and are restricted to supplementing educational plans. We are choosing to invest in personnel to supplement programs. Booster Club will help fund sub days for Mr. Delimico. We will receive no Title II funding for 2012-2013. We will need 14 instructional assistants for K-3 based on projected enrollment. The library program will be creatively funded.
Mrs. Parker reviewed the Booster Club requests for 2012-2013. The projected enrollment is 802.
A motion was made to approve the budget. The motion was passed.

PRINCIPAL’S REPORT Budget. The LAUSD vote on the budget was postponed until 3/13/12. The board will meet on 3/8/12 to discuss possible cuts and new funding. Mrs. Parker wanted SSC to look at the numbers given by LAUSD for Hancock Park, 2012-2013 budget overview. She anticipated deeper cuts than those in previous years. SSC reviewed the proposed budget for 2012-2013 and the challenges Hancock Park Elementary are facing. Jessica Dabney reported Hancock Park Boosters had raised $340,000, encouraging staff to “think outside the box” on how it should be allocated. Programs that staff would like to see at Hancock Park should be submitted to Booster for consideration. An organization, Educate Our State, would be holding an event on Thursday, 3/16, to protest the state budget. The event “This Budget Blows” will have students, parents and staff blowing bubbles in front of school in protest. A motion was made to approve participation and the motion was passed. Booster club will provide the bubbles and handle notification.
Traffic and Safety. No status update on whether the “Do Not Block” signage has been approved. LAPD Officer Dr. Jones is putting in an additional request of “No right turn onto Colgate between 6:00 am and 9:00 am”, and “No Gridlock” signage, as well. The option of using the ROSS parking lot is again being explored, as there are now new owners.
Child Abuse Professional Development. Letters have gone out to parents alerting them of the all encompassing training staff is currently participating in. Breaking the Silence is the LAUSD Child Abuse Awareness Program all LAUSD staff is being trained in. Staff is being encouraged to communicate and share.
UTLA UPDATE Larry Tynan confirmed that the board would vote on 3/13/12 regarding the “doomsday” budget. There have been about 5000 instructional RIFs in the last five years. LAUSD is planning on sending out 5,400 more RIF notices by 3/15/12, but that number could rise. Furlough days are still undetermined.
BOOSTER CLUB 100th day of School Walk-a-thon raised 17K. These funds will be forwarded as a targeted fundraiser for the 2012-2013 school year, allowing supplemental PE for the first trimester. Annual carnival will need a lot of volunteers. It is scheduled for June 2, 2012. There will be Korean and American BBQ, games, etc.
PUBLIC COMMENTS Cherie McDermott inquired about Common Core State Standards and how they are being used. Mrs. Parker said the intention is to be aligned with federal funding, which comes down to a state decision. Cherie introduced “It’s up to Us”, a program that reimburses up to 5K for pedestrian safety. Any proposal needed to be submitted by 3/15/12. A motion was made to participate in the program, was voted on, and failed.

PRINCIPAL’S REPORT Traffic and Safety – There is an ongoing challenge regarding traffic safety and congestion at the intersection of Colgate and Fairfax, beginning in 2001. Past measures have included requesting a crossing guard, which was not warranted, but there will be another traffic study now to see if the need is met and one may be warranted. Mrs. Parker has sent a request for “Do Not Block” signage to the LAUSD environmental/health & safety department, who is working with the Western LAPD office.
It was suggested that a second drop off across the street from the first may relieve congestion, but Mrs. Parker stated that she would like to see more help at dismissal rather than another drop off site. Helpful suggestions also included contacting Steve Zimmer, board member, and county supervisors to focus more attention on the issue and to prod movement on Mrs. Parker’s request. Debbie Glass, a resident of the area, suggested getting neighbors involved in the issue and is awaiting a response. Booster Club proposed paying for a crossing guard, but anything that might potentially happen would make Hancock Park Elementary liable. Mrs. Parker suggested emailing the Department of Transportation at LAUSD to make suggestions, and Booster club inquired about putting a sign on our fence that read “Do Not Block Intersection”, which Mrs. Parker said would be fine.
Proposed District Open Enrollment. On January 17, 2012, Superintendent Deasy was directed to open enrollment boundaries in the district. Mrs. Parker doesn’t feel it would displace any Hancock Park residents and that it would be more of an issue for schools with room to grow and permit considerations. Presently, all options for open enrollment are being examined.
School Funding and Budget Issues. Aligned with the district, local district goals and school instructional priorities were looked at and local district 4 has been shifted to more West high performing schools. There will some new goals based on the local district movement. Mrs. Parker wanted SSC to look at Hancock Park programs funded for the 2011-2012, and try to determine which ones they would like to see funded for the 2012-2013. Debbie Glass, as teacher, felt the ELD Coordinator was very helpful to teachers and also felt that a library aide was a necessity. Personnel were the overall favorite, so there would be more instructional help for students. Some suggested keeping programs that expose the students to the arts at an early age. SSC then looked at the “worse case scenario” budget, which would be voted on Feb. 14, 2012. Proposed cuts included Non-Title 1 Discretionary Spending, which is how Hancock Park funds its current arts programs. Other teachers added that supplies and keeping the library would be beneficial to the overall experience.
UTLA UPDATE Larry Tynan reported that the situation with the furlough agreement is as follows: The union agreed they would accept six furlough days based on per pupil funding. Governor Brown allowed more than was expected, which would allow for only four furlough days. LAUSD took $300 per pupil for reserves, and this results in a smaller amount per pupil, resulting in six furlough days. UTLA is taking the district to expedited arbitration and teachers filled out requests to be repaid for the one day they were docked on their February checks for the first of six days. Teachers will see the refund on their March checks. Until the arbitration is settled, the remaining deductions are up in the air. Teachers will pass out flyers in protest tomorrow. LAUSD board will vote on final budget on Tuesday, Feb. 14. They are proposing a lot of cuts and 5,400 RIFs.
BOOSTER CLUB Booster Club will host a 100th day of School Walk-a-thon.
PUBLIC COMMENTS Do chi is banned at Hancock Park. Mrs. Parker invited all members to discourage Do chi vendors and ice cream vendors at the Ogden gate.
William Crain inquired about the many issues at Miramonte School and wondered if classroom doors need to be locked during the school day and during testing? Mrs. Parker said the district promotes locking doors for safety and that “Testing in Progress” signage to cut down on interruptions.

PRINCIPAL’S REPORT Teacher Professional Development. Hancock Park funded thirteen teachers to attend the Los Angeles City GATE Conference, some this past August and some during winter break. Those who attended will share their findings at the 1/24/12 staff development.
Project Based Learning Instruction is a goal of local district 4. It is hoped to have 50% of classrooms involved this school year and 100% by the 2012-2013 school year. The project utilizes technology to enhance 21st century learning skills. Deborah Glass is currently using project based learning for a research project being done by her students about California Native Americans. This type of instructions differs from theme-based instruction, as student interests drive projects and this allows them to delve more deeply into the subject matter. Cherie McDermott inquired how the 50% goal was being implemented at Hancock Park this year. Mrs. Parker said funding was an issue, but that teachers, especially those who attended the Buck Institute training, would be training their peers and all of this would be aligned with the Problem of Practice, our instruction of critical thinking through inquiry.
Mid Year Budget Cuts. Budget cuts are still pending, as all are waiting to see what will happen with the State of California budget, and what will happen between now and November. Furlough days are projected, at a minimum, to be four, with Wed., June 20, 2012 being the first, pushing the last day of instruction to Mon., June 18, 2012. There is still a possibility that there could be six furlough days. Minimum days are effected by the furloughs, as Feb. 8, 2012 has been tentatively rescheduled to Wed., May 16, depending on CST schedules. The end of the year days are still pending.
Library Update. Samuel Nunez, the library aide, had a motorcycle accident and is out, indefinitely, to recover. Anjie Klimeck is volunteering and is doing her best to keep some sort of regular schedule in the library.
Afterschool Programs. Mrs. Parker will conduct an annual review survey, as usual.
Traffic Report. There have been some close calls at the Colgate/Fairfax intersection and OEHS will do a study of the intersection and see what is going on. Mrs. Parker asked them for an “all red” cycle, which they rejected. She is now asking for “Don’t Block the Intersection” signage. Los Angeles Police Department will come and do traffic safety assembly for all classes.
Math Competition Participation. Mrs. Parker informed the members of an additional competition, Math Matters, happening at the end of January. She wanted to see if there was interest in sending a team and Bill Hochhaus volunteered to be the point person to coordinate the effort. A motion was put forward to fund a team, seconded and approved.
GATE Program. The GATE has already begun based on grade level proposal submitted in the fall. It will be in grades 2-5. All students in these grades will go to the courthouse as part of the proposed projects, and participate in mock trials, in the classroom.
UTLA UPDATE Larry Tynan reported that everything regarding negotiations is still in limbo. Members agreed to four furloughs, but there may be six. District is putting out a parcel tax for the November ballot and Governor Brown is looking for higher sales tax and a high wage earner tax, as well.
Negotiations for contract are ongoing since July. Members approved two items; health benefits to remain as is and an end to the district giving away low performing schools to charter and outside organizations. These schools will now be given a choice of four autonomy plans.
BOOSTER CLUB Cherie McDermott reported that the Holiday Party/Auction earned about $17,000, plus or minus. The fourth budget revision is done and requests are still coming in. General Booster Meeting will be Wed., Jan. 18, 2012 @ 6:30, with pizza outside and the meeting inside. Mr. Rodriguez commented that he would like to see a Science Consultant for a Science Lab. Mrs. Parker said she would support this. Teachers gave comment on the merits of a science program. Bill Hochhaus and Deborah Glass volunteered to spearhead a science program, possibly in the arts patio. Mrs. Parker will ask leadership what ways a science lab could enrich or advance what is already being done in the classroom.
PUBLIC COMMENTS Closing Student Achievement Gap. Elaine Waldman spoke in regard African American’s achievement scores on the CSTs, and that they were lower than English Learners. She stated that education is a determinate of health. She would like the Hancock Park Community to focus on the assets and strengths of the African American community and the experiences, strengths and values of their families. She proposed taking three months to hear from the African American community and then in spring, coming up with some concepts to roll out in fall, 2012.
Mrs. Parker commented that the LIP programs addresses some of this need and that Hancock Park receives low funding from LAUSD because it is a high performing school. Funding isn’t provided for intervention from the district, so Hancock Park provides intervention on its own. Deborah Glass volunteered to form a committee to look at the gap, and stated that she has experience with prior district programs that addressed this need. She recommended starting a reference library for teachers, and adding to it from district programs. Mrs. Parker asked Mrs. Waldman to compose a letter to ask community members to participate in a focus group to address the need, and work toward closing the achievement gap at Hancock Park.
