Meeting Minutes 03-22-21

FRIENDS OF HANCOCK PARK SCHOOL MINUTES FOR MEETING ON MARCH 22, 2021

  • Financial update, what new donations we have received and how we need to plan for the rest of this school year and the start of 2021/22 school year (Inese)
    • With regard to the budget, there have been a trickle of new donations.  A private individual gave $10,000 in late February.  We have voted to provide $75,000 for aides for next year and $500 for advertising for open enrollment.
    • Shanon ordered a banner for open enrollment.
  • Status of K-Mart Development and EIR  (Isack)
    • The comment period for the EIR ends Monday March, 29.  He has been trying to come to a resolution that benefits the school.  The developer made an offer of $2.6 million of improvements to the school—moving the basketball courts, parking lot, creating a soccer field, and maybe a handball court.  It is really expensive because of LAUSD requirements.  If the work goes over budget, the work won’t be completed.  The wall built last summer cost $900,000.  We were not consulted before the wall was built.
    • Isack instead wants to ask for money.  He is meeting with the developer tomorrow.  Several members are in favor of getting cash.  They think there are better ways to spend the money than on these improvements chosen by LAUSD.  The improvement that people want the most of the things proposed by the developers is shade structures, estimated to cost $120,000.  By a unanimous votes with an abstention members voted for cash.  We should figure out how to spend the money and how much to spend per year.  One option is to invest some of it and get an annual dividend paid to the school.  If we invested $2,000,000, we might get $150,000 to $200,000 per year.
    • If we agree to settle, it would bind the board, not the individual families.  The board would be bound for the next three to four years.
    • It might be possible to refine our bylaws to define who is on the board.
    • We might need to pay a land use attorney to sign the agreement.
    • LAUSD does not have the right to the cash if we get it from the developers, we believe.
    • People thought of things to ask the developers for including methane sensors and parking spots.
    • Danielle looked at the noise analysis in the report.  The proposed noise levels calculated are further away than it would be in reality.  The noises will be louder than calculated.
    • Andrew reported on methane levels.
    • Council member Nithya’s field deputy has spoken to Isack.  Their concern is low-income housing.  This project doesn’t have affordable housing but it is helping the school.
  • Room parent update (Candace)
    • There was no update.
  • School Instagram/Facebook page (Candace)
    • Candace is trying to get permission to have an Instagram account for the school.  People suggested testimonials from families, including families who permitted in.
    • Candace suggested creating a FOHPS Instagram page.
    • Andrea suggested using TikTok.
  • Open enrollment and recruiting for next year (Laura / Candace)
    • We discussed having information sessions founded by us.  We discussed the school’s new recruiting video.
  • Discussion of resolution against prejudice and hate (Danielle)
    • Friends of Hancock Park School has remained silent on political issues.  She thinks that maybe we should issue a statement about hatred against Asians.  Also, we discussed our failure to act previously.
    • People are in favor of a statement.  Danielle drafted a statement and will send it around for review.  People also suggested acknowledging a previous failure to act.
  • We need to meet again on Wednesday at 5:30.
  • Public comment
    • Michelle is starting a school newsletter.  She will circulate the newsletter for comments.  She shared her screen and showed it.
    • Anyone else who wants to comment
